Who we are

The Board

The Board has seven members, comprising of four City Council nominees, two Resident Representatives and one Independent who is the Chair of the Board. This Board controls all activities carried out by Westminster Community Homes.

Current Board Members are:

The composition of The Board brings an excellent combination of local knowledge, business, financial expertise, resident perspective and commitment.

The Board meets four times a year with further one off meetings as require on specific topics. To ensure that the business continues to go forward efficiently between board meetings, E reports on urgent items are produced as required. These reports and the decisions are then reported formally at the next available board meeting.


A number of service level agreements utilise the expertise of staff employed by Westminster City Council and CityWest Homes. The principal officers delivering the support services are:

Chief Executive

Steve Moore performs the role of Chief Executive on a permanent part time basis. Steve was formerly the Deputy Director of Housing in Westminster and was instrumental in the setting up of WCH.

Operations Manager

Faith Rose oversees the day to day running of WCH, including clienting the various external contracts we have in place.


Hannah Callender provides all of the day to day administration for the team. She is permanently employed on a full time basis. Hannah completed a degree in Residential Property.

Regeneration Negotiator 

Michele Lawrence is on secondment from the City Council, her position involves negotiating the voluntary acquisition of leaseholders homes where they are affected by Westminster Council regeneration projects. Michele works with lessees to find them an alternative home that suits their needs, as well as identifying properties for Westminster Community Homes to purchase which are then offered to affected residents as a decant or permanent rehousing solution. 


WCH is being assisted by advisors who are specialists in their field.

Property Management 

CityWest Direct provided day-to-day management of our acquired or developed units.


Devonshire's provides this service to Westminster Community Homes.


Jones Avens have been appointed by Westminster Community Homes as auditors since 2011.
